To Add a shortcut in The Quick Launch bar, Simply drag anything into the bar. You can resize the bar – increase it length or moving the arrow rightwards. The quick launch bar is situated right of the Start button by Default.

You can also move the task bar at the top, at the bottom, at the left side or at the right hand side.

First you will have to unlock the taskbar. To unlock the task bar, right click the task bar at an  empty space and Uncheck the “Lock the taskbar” option by clicking on it. You can check it by clicking on it again.
Then the taskbar is unlocked and you can move it up at the top, at the right hand side vertically or leftwards. Just hold your mouse button on the task bar and drag it at top, right or left. That is how you can move the taskbar around the windows on your deskop.
